I'd think 20 would be decent for a medium traffic forum. Why don't you start with the phpBB that you can install through cpanel, and see how that works out? I don't know what to. I don't know if I should go with the regular one that comes with Bluehost or buy the vBulletin. I'll figure it out sooner or later I rekon.
