Clearly there's a concern about spam sites, but in my vision of how this would work, everyone involved in a particular co-op is using the same squeeze page, custom designed for that particular co-op. People advertising their individual products doesn't happen until after the lead has been generated.

True, someone might advertise an inferior/spammy product or program to their leads. That doesn't seem to affect anyone else's leads, though.

I agree with Caroline. It doesn't matter how great a site or service is. You can have the "next big thing", but as soon as spammers come along and start putting their junk into your network, it'll become useless.

You'll need some way to filter out the spam which can become quite timer consuming if done manually.
An ad co-op is only as good as the quality of the sites in it.
Sounds like you're talking about a rotator setup, where an ad can link to each site in turn. I mean more of a lead generation system, where each member of a co-op gets leads from the same lead generation page on a particular topic.

An ad co-op is only as good as the quality of the sites in it. I think there would need to be some sort of vetting to join.
